# Collaborative Dissemination of Digital Work Instructions at an Interorganizational Level - Savonia AMK

## Context and Challenges
The wellbeing services counties that started operating at the beginning of 2023 faced several unprecedented challenges. One of these was making work instructions related to working methods, operating methods, and the use of patient information systems available to outsourced service providers. Improving these practices could significantly impact the distribution of information to external partners.

Currently, work instructions for patient information systems are often internal materials restricted to organizational boundaries. However, The Occupational Safety and Health Act (738/2002, § 14) mandates that every employee has the right to receive adequate orientation regarding their work, methods, and equipment.

## The Role of Digitalization in Healthcare
The number of digital services and devices in healthcare and social welfare is growing rapidly. With the rise of remote alternatives and digital educational tools, there is an increasing need to prioritize information accessibility (Ministry of Social Affairs and Health 2022). Modern learning approaches rely heavily on digital solutions, a shift that must be integrated into healthcare and social welfare organizations where orientation and information sharing have traditionally been manual or in-person.

## Research Findings on Organizational Development
The research highlighted several critical factors for successful organizational development and engagement:
* **Governance and Culture:** The importance of organizational models, structure, and culture is paramount.
* **Redefining Roles:** There is a need to redefine traditional roles within the digital business ecosystem to enhance flexibility and resource availability.
* **Knowledge Infrastructure:** Chief Knowledge Officers play a vital role as facilitators of learning and architects of knowledge infrastructure (Basten & Haamann 2018).
* **Stakeholder Engagement:** Adopting a design thinking approach and actively engaging stakeholders is suggested for effective technology implementation.
* **Communication:** Proactive measures are necessary to mitigate the adverse effects of ineffective communication in virtual environments, addressing both social and technical factors (Tietz & Werner 2022).
* **Collaboration:** Mutual trust and respect are essential for successful interorganizational collaboration (Benski et al. 2023).

## Technological Frameworks and Future Adaptation
The study emphasizes the role of digital tools in learning and data exchange. Proposed solutions include the use of international data spaces (Pinheiro, Sousa & Toscano 2022). Efficient information sharing relies on:
* Communication channels and media formats.
* Recording formats and data repositories.
* Portals and online archives.

Embracing web-based education and interactive platforms promotes self-directed learning, provided there is a robust infrastructure. Furthermore, organizations must remain agile, as technology is an ever-changing field that requires constant anticipation and adaptation (Niebuhr et al. 2014).

## Conclusion
The development of an organization’s digital learning infrastructure, combined with organizational commitment, is crucial. Redefining traditional roles to reflect the digital ecosystem and fostering collaboration among all stakeholders are key to successful information sharing between organizations.
