## DVV Registration Days in Kuopio (Autumn 2026)

You can visit the Digital and Population Data Services Agency (DVV) in person at:
Kallanranta 11, 70100 Kuopio

* 27 August 2026 at 9:00–15:00
* 17 September 2026 at 9:00–15:00

## Registration Requirements

If you have not been issued a Finnish personal identity code with your residence permit, you need to register at the Digital and Population Data Services Agency (DVV) and apply for one. For the registration appointment, you need:
* A permanent address in Finland
* Your study certificate

Once you have applied for a personal identity code, you can also apply for a municipality of residence. These can be applied for during the same appointment.

## Municipality of Residence

The municipality of residence (‘kotipaikkaoikeus’ in Finnish) entitles you to utilize the services of the municipality. As a local resident, you are also able to vote in municipal elections.

In order to apply, you need to prove your status as a degree student. You can apply through the [Digital and Population Data Services Agency (DVV)](https://dvv.fi).

## KELA Benefits

## Application Procedures by Citizenship

### Non-EU/EEA Citizens
If you are a non-EU/EEA citizen and you have a residence permit to study in Finland for a minimum of two years, you can apply for the municipality of residence by:
1. Filling in the [registration information of a foreigner form](https://dvv.fi) at the DVV website.
2. Booking a visit at the [DVV office in Kuopio](https://dvv.fi).

### EU/EEA Citizens
If you are an EU/EEA citizen, you must first apply for the [registration of your right of residence](https://migri.fi) in Finland through the Finnish Immigration Services (Migri). After your residence is registered through Migri, you can apply for the municipality of residence by booking an appointment with the [DVV office in Kuopio](https://dvv.fi).
