Description	The aim of the project is to strengthen the food sector’s security of supply and food security in the North Savo region by developing dual-use food products that serve both everyday needs and exceptional situations. The target groups include food companies, municipal food service providers, municipalities, and indirectly consumers and other actors in the sector. The need for the project arises from the regional food system’s strong focus on raw material production, low processing levels, limited product development expertise among SMEs as well as the municipalities’ need to improve and test the preparedness and crisis resilience of their food services. Additionally, increasing demands for responsibility and traceability, along with EU ESG regulations, require new operational models from SMEs. From the perspective of food and nutrition security, there is a need for products with long self-life as well as nutritious and easy-to-use products that also meet the needs of special diets and diverse population groups. The goals of the project are to 1) Develop new dual-use food products; 2) Increase the degree of food processing and enhance companies’ expertise; 3) Identify market opportunities in both civilian and defense sectors; 4) Improve the crisis resilience of food services and municipal preparedness; 5) Strengthen the regional food system’s resilience and networking. The aim of networking is to promote collaboration especially between actors in the food sector and municipal food service providers. The project includes market research, product concept development and testing, support services for companies’ product development, municipal food service preparedness planning, as well as communication and networking. Workshops, information sessions, product development and testing will be carried out, utilizing multidisciplinary expertise and consumer perspectives. The project will produce insights into market needs, new product concepts and products, a model for sensory evaluation by experts, increased competence among companies, municipalities and organizations, and a tested preparedness model for food services. Reports and materials will also be created to support knowledge dissemination. The project will contribute to the renewal of the food sector, enhance the competitiveness of SMEs, improve the crisis preparedness of municipalities and food services, and improve collaboration. It supports national food supply security and integrates nutrition security into the broader concept of comprehensive security. The project will be implemented from April 1, 2026 to December 31, 2028 by Savonia University of Applied Sciences and Development Company SavoGrow Ltd.
Partners	Savonia-ammattikorkeakoulu on hankkeen päätoteuttaja ja Kehitysyhtiö SavoGrow Oy hankkeen osatoteuttaja. Hankkeen varsinaiset kohderyhmät ovat elintarvikeyritykset, kuntien omat ruokapalvelut ja kunnille ruokapalvelua tuottavat yritykset sekä kunnat. Hanke tarjoaa elintarvikeyrityksille mahdollisuuksia saada tietoa siviili- ja puolustussektorin raaka-aine ja ateriatarpeista sekä monipuolista tuotekehitystukea. Ruokapalvelut saavat mahdollisuuden esittää vaatimuksiaan ja tarpeitaan sekä vaikuttaa siihen, millaisia tuotteita yrityksillä on tarjota ruokapalveluihin erityisesti poikkeustilanteisiin. Kunnat ja ruokapalvelut saavat tukea valmiussuunnitelmien arviointiin, tekoon ja testaamiseen. Myös yritysten ja kuntien työntekijöiden henkilökohtainen osaaminen kehittyy. Muita hankkeen sidosryhmiä ovat kuluttajat sekä kuntien asukkaat eli kuntalaiset. Kuluttajille ja kuntalaisille tarjoutuu hankkeen ansiosta mahdollisuuksia löytää uusia, aiempaa paremmin säilyviä tai helpommin säilytettäviä tai käytettäviä tai ravitsemuksellisiin tarpeisiin soveltuvia elintarvikkeita vähittäiskaupan valikoimista, tai he voivat nauttia näitä elintarvikkeita ruokapalvelujen asiakkaina. Puolustusvoimien työntekijöille ja varuspalveluksessa oleville henkilöille tarjoutuu mahdollisuuksia saada hankkeen ansiosta uusia, maastossa tai muissa poikkeusolosuhteissa nautittavia elintarvikkeita tai aterioita. Lisäksi sidosryhmiä ovat alueen koulutus- ja kehittämisorganisaatiot, TKI-ympäristöt, klusterit ja osaamiskeskittymät sekä muut hanketoimijat, yhdistykset ja rahoittajat hankeyhteistyön ja verkostoitumisen kautta.
