Tuition fees for Bachelor’s degree programmes
The legislation concerning tuition fees came into effect on 1 January 2016. According to the legislation, Universities of Applied Sciences are obliged to charge tuition fees for those students who are not citizens of countries of the European Union (EU) or the European Economic Area (EEA) and starting their degree studies 1 August 2017 and onwards. The legislation concerns degree programmes conducted in English.
The tuition fee is charged for each academic year, and it must be paid by the set date. If a student fails to pay the tuition fee in time, she/he cannot enroll for the academic year and therefore loses the study place. The amount of the tuition fee and the Early bird -price is checked annually and decided by the end of each year.
For those Bachelor students, who start their studies after 1 January 2027, the tuition fee is 9700 euros per academic year.
The tuition fee policy for the first academic year depends on whether the student is accepted through Direct, Joint or Separate application.
Please note, that it is not possible extend the deadline for paying the tuition fee. Also, it is not possible to pay the 1st years’ tuition fee in instalments, it must be paid at once. If the student fails to pay the tuition fee by the set date, she/he will lose the study place.

The tuition fee for upcoming years
The tuition fee for the 2nd and upcoming academic years is 9700 euros per academic year and it is charged in installments, autumn semester and spring semester separately.
Scholarships for the 2nd year and onwards
Savonia UAS will not grant scholarships for the 1st academic year. The possibility to apply for scholarships begins on the 2nd academic year.
The annual tuition fee is paid in two installments, in the autumn semester and in the spring semester. Autumn semester tuition fee is paid fully, without scholarship deductions. Scholarships are being applied during autumn semester, and they are deducted from spring semester tuition fee.
There are two types of scholarships to apply:
- If the student has completed at least 60 credits during the previous academic year without confirmed plagiarism or cheating, he/she can apply for a scholarship of 1900 euros.
- In addition, the student can apply for a scholarship of 1000 euros two times during his/her studies at Savonia UAS based on his/her Finnish language proficiency. When applying for the additional scholarship of 1000 euros, the student must have completed at least 60 credits during the previous academic year without confirmed plagiarism or cheating and the student must prove his/her Finnish language proficiency with the National Certificate of Language Proficiency (YKI) test.
- The student may apply for this additional scholarship the first time, when he/she has completed all four (4) subtests of the YKI test on basic level.
- The student may apply for this additional scholarship the second time, when he/she has completed all four (4) subtests of the YKI test on intermediate level.
- Savonia UAS covers the cost of the first YKI test attempt for both test levels (basic and intermediate). If the test is failed, the student is responsible for paying for the next attempt themselves.
- More information on the YKI test.
Savonia UAS grants only partial scholarships and only for the tuition fee. Full scholarships and scholarships based on financial needs are not granted.
The scholarship can only be granted for the statutory study time. If you continue your studies after the statutory study time, the tuition fee to be paid is 9700 € per academic year.
Statutory study times for different extents of study programmes are:
- 210 credits Bachelor’s degree – 3,5 years
- 240 credits Bachelor’s degree – 4 years
Am I required to pay the tuition fee?
- have a European Union Blue Card in Finland
- have a permanent residence permit (type P) in Finland
- have a continuous residence permit (type A) in Finland, for purposes other than studies *
- are under temporary protection in Finland
- have a long-term resident’s European Union residence permit issued to third-country nationals (type P-EU permit) in Finland
- have a EU Family Member’s Residence Card in Finland.
- If your first residence permit in Finland was granted for the purpose of studying, you are required to pay tuition fees, even if you later obtained a continuous residence permit (type A) on other grounds.
- If you have a continuous residence permit (type A) based on family ties, and your family member originally came to Finland on a residence permit granted for studying, you are also required to pay tuition fees.
However if your continuous residence permit (type A) is based on family ties in Finland, and your family member is a Finnish citizen or is staying in Finland with a permanent residence permit, you will be exempted from tuition fees.
Please note, that the residence permit in another EU/EEA country is not sufficient grounds for exemption, only residence permits in Finland can be considered.
The residence permit must be valid when the study right begins (1 August).
Who decides if I will be exempted from paying the tuition fee?
Finnish universities and universities of applied sciences make the decision whether you are required to pay fees or not based only on the Finnish Immigration Service’s residence permit decision, which is checked from the copy of your residence permit card attached to your application documents.
If you have applied for residence permit but have not received the decision by the date when the tuition fee is due, you will have to pay the fee.
Refund policy
Applies to all students, whose study right begins after 1 January 2026: in all cases of refund, Savonia University of Applied Sciences will deduct 15 % of administrative costs from the refundable tuition fee.
This refund policy applies to those students, whose study right begins on or after 1 August 2027.
Tuition fee can be refunded in the following cases:
- If the student gets a negative residence permit decision before the study right has started, that is by 31 July, the study place is cancelled and the paid tuition fee for the first academic year will be refunded.
- In the beginning of studies, if the student has not registered as present or absent student for the academic year by 31 August, the study place is cancelled and the paid tuition fee for the first academic year will be refunded. Registering as present student must be done either in person on campus or by authenticating online through Candour service. Registering as absent must be done according to the instructions on our website.
- During the first academic year, if the student has registered as a present student but receives a negative residence permit decision by 25 October 2027, his/her study right will end on 25 October 2027. The tuition fee paid for the first semester will not be refunded. Only the tuition fee paid for the following semester will be refunded.
- During the studies, If the student resigns (e.g. transfers to another university or UAS) before the next semester begins and he/she has already paid the tuition fee for the next semester, the paid tuition fee for the coming semester will be refunded.
- If the student graduates before the next semester begins, but he/she has already paid the tuition fee for the next semester, the paid tuition fee for the coming semester will be refunded.
Tuition fee cannot be refunded in any other circumstances. For example,
- During the studies, if the student resigns (e.g. transfers to another UAS) during either autumn or spring semester, the paid tuition fee for the ongoing semester will not be refunded.
- If the student’s enrollment status is changed to absent after paying the fee, the tuition fee is not refunded but transferred to the next academic year.
- In case, where the student has received residence permit to Finland and is able to travel to Finland, but his/her family member(s) receive(s) negative residence permit decision, the student is not entitled to refund. If the student in this case decides to resign or not to register, the refund of his/her paid tuition fee will be determined according to the conditions informed above.
Notifications
- If the student’s study right is ended after 1 August 202 because of the legislation regarding one study place, the refund of his/her paid tuition fee will be determined according to the conditions informed above. That is, paid tuition fee for ongoing semester will not be refunded, but possible paid tuition fee for the coming semester will be refunded.
- If the student needs to apply for a visa to another country in order to apply for a residence permit to Finland and does not receive the visa, the refund policy also applies to them.
Cost of studying and living
The tuition fee entitles the student to study and to use the normal support services available for students.
In addition to the amount of the tuition fee, Finnish Immigration Service requires International students coming from outside the EEA and EU countries are required to prove that they have EUR 9,600 per year in their bank account when they submit the residence permit application.
Finland is a relatively expensive country to live in, so while the official minimum requirement set by Finnish Immigration Service Migri is €800 per month, we recommend you reserve a bit more for your living expenses, approximately €900 – €1200 per month, depending on the location. Students have to buy books (if not available in the library) and other educational material themselves. In addition, students must also have their own laptop. Students must also get insurance as well as take care of their own travelling and living costs (accommodation, food, clothing, leisure activities).
