DescriptionA national research and development project developes standardized competency evaluation for generalist registered nurses (180 ECTS)

The project is expected to produce two main deliverables: Methods of evaluation and supervision for ensuring registered nursing students´ clinical competence, and a standardized national professional nursing competency examination for generalist registered nursing students (180 ECTS).

The R & D project will verify the competency level required for pre-licensure generalist registered nurse students and thus promote the students’ flexible transitioning to working life and further the development of their professional competency at higher levels of education (e.g., master’s studies) and specialty training.

The methods of supervision and evaluation of registered nursing students' clinical competence are used throughout the educational programs to guide the development of the students' clinical competence
in different learning environments, for example, skills labs, simulations, online environments, and during clinical practicums. The methods enable the acceleration of nursing studies according to individual progress and for example, the recognition of clinical competence acquired through previous education and work experience.
The project strengthens the quality and consistency of Finnish nursing education and improves the safety of patient care. The supervision and evaluation methods developed in the project will help ensure that the required professional nursing competency levels for generalist registered nurses will be met nationwide by all graduating registered nursing students. They will also help ensure that a sufficient and consistent level of professional nursing qualifications are offered by all registered nursing programs.

The assessment methods enhance the efficiency of nurse teachers’ work by for example, assisting with the utilization of various collegial networks and learning environments. In addition, interdepartmental collaboration and openness of organizational cultures will be promoted through laying the groundwork for using best teaching and supervision practices.

The evaluation methods support registered nursing students’ flexible and goal-oriented learning through motivating them to engage in the studies and to practice the essential competencies related to the nursing profession. Students have the opportunity to demonstrate their competencies in various practice-related contexts, for example, through work-study opportunities and the recognition of previously acquired competence, which will allow for flexible progression of studies according to competency development.

The evaluation methods developed in the national project can be utilized in international collaboration, for example, in nursing competency evaluations of foreign-educated registered nurses. The newly developed evaluation methods allow for international benchmarking of the registered nursing programs in Finland and utilization of the methods in education technology exports.

The use of evidence-based supervision and evaluation methods gives the real-world practice settings up-to-date information on the competency levels of the graduating registered nursing students or new graduate nurses, irrespective of their nursing program and educational institution. The evaluation methods developed in the project as well as the digital learning platforms that support them have indirect effects that can be utilized for example in needs assessments for continuing nursing education. The social and healthcare (Sote) reform in Finland will change the work descriptions of nurses and also require updating the competencies of experienced nurses currently in practice. Thus, the evaluation methods developed in this project can be used to identify needs for continuing nursing education and to design educational content.

Keskeisiä yhteistyökumppaneita ovat Suomen sairaanhoitajaliitto ry ja sen kautta European Federation of Nursing Associations, Tehy ry, Lääkehoidon opetuksen kehittämisen kansallinen asiantuntijaryhmä (LOKKA), Hallintoylihoitajien verkosto ja mukana olevien ammattikorkeakoulujen työelämäkumppanit ja kolmannen sektorin toimijat sekä toisen asteen oppilaitokset lähihoitajakoulutuksen osalta, STM, OKM sekä lausunnon antajina Fimean koordinoima valtakunnallinen lääkeinformaatioverkosto ja Valvira.

Hankkeen hyödynsaajat ovat terveydenhuollon asiakkaat ja potilaat, ammattikorkeakoulut, niiden opettajat ja opiskelijat sekä terveysalan työelämä kokonaisuudessaan. Välillisesti myös suomalainen yhteiskunta hyötyy hankkeen tuloksia ja myös kansainvälisessä yhteistyössä ja sen lujittamisessa voidaan tuloksia hyödyntää.
