DescriptionE-Power - Energy efficiency, sustainable decision-making and responsible use of spaces -
project is targeted towards underutilized properties in North Savo, where energy efficiency
and consequently greenhouse gas emissions are significant issues in the implementation of
North Savo's climate roadmap and building legislation. In North Savo, we have available office,
commercial, storage, and workspace, as well as office, hotel, production, and care space in
approximately 300 locations across 127 different places. The challenge of empty spaces is
also national, as, for example, due to the national social and healthcare reform, around 5500
properties or spaces are expected to become vacant nationwide within two years.
A significant part of emissions from the built environment come from operational activities
within buildings. Aging properties consume more energy than modern or retrofitted ones, and
low occupancy rates further weakens the situation. Buildings account for up to 40 percent of
all energy consumption. A new directive (2021) regarding the energy efficiency of buildings,
along with its implementation through building regulation codes, imposes requirements that are
currently not being met in Finland. The upcoming change in building legislation from January 1,
2025, on, will bring about significant changes in the execution of construction projects.
The above-mentioned properties in North Savo will be selected as a sample group for the pilots
of this project. The target groups of the project include private and public property owners and
managers, as well as entities investigating the purposes of these properties and decision makers in North Savo.
The project will integrate the aspects of property use and life cycle management into a
development process. This includes evaluating the design outcomes from ecological, economic,
and social responsibility perspectives.
In the future, integrating ecological, social, and economic responsibility perspectives will be
crucial for achieving holistic well-being and sustainability among building and real estate
stakeholders in North Savo. These aspects also constitute the most significant competitive
advantage for the future. A shift in mindset towards more responsible decision-making can be
seen as essential within the building and real estate sectors.
The project will investigate the technical and operational aspects of properties (energy
consumption, emissions, sustainability assessment) as well as the potential for utilizing
intelligent solutions through digitalization.
As cost-effective alternatives throughout the lifecycle, the project will develop concept ideas
for the purposes of buildings and their sustainability assessments. The communication of the
project will support the progress of climate actions as well as the integration of results to broader
target audience.
The key benefits of the project include improving energy efficiency and implementing legislation,
reducing emissions through the utilization of digitalization, generating and sharing data and
indicator information through education.
